Workforce & Economic Development Advisor

As the Workforce & Economic Development Advisor, Rich will support the Attentive Energy offshore wind project’s offtake solicitation preparation efforts in the New York Bight with a focus on economic analysis and developing a strategy for and executing on the project’s proposal for community investments and workforce development programs. Rich will lead the development of a suite of economic and workforce development programs that meet Attentive Energy’s goals and values and are responsive to the needs of local communities.

Prior to joining Corio Generation, Rich worked in the investment community. After a few years of advising institutional investors on energy and environmental regulations, he left for Capitol Hill and lead the policy team of a Member of Congress from Texas in a senior role on the House Energy and Commerce Committee. By the end of his time with the government, he also handled personnel management for the Congressman’s Washington, D.C. office as Deputy Chief of Staff. Upon leaving the government, he worked for the National Ocean Industries Association on offshore oil and gas and offshore wind policy. This work involved negotiating sections of the critical Inflation Reduction Act of 2022, including its provisions on renewable energy leasing.
